Sohn von George Livius (1743–1816) und dessen Frau Mary, geb. Foster-Barham (1757–1837, Heirat 5. September 1785), Enkel des in Hamburg geborenen Peter Lewin Levius (geb. 1688, ab 1709 in Lissabon ansässig)
besuchte ab 1806 das Trinity College in Cambridge
verheiratet mit seiner Cousine Lucy, geb. Foster-Barham (ca. 1792–1873)
militärische Laufbahn (1816 Cornet, 1817 Leutnant)
am 5. November 1821 am Drury Lane Theatre Uraufführung von Maid or Wife, or The Deceiver deceived (musical comedy in zwei Akten, Text von Livius, Musik komponiert bzw. zusammengestellt von Livius, Ouvertüre und Finale I von T. Cooke)
ab 22. November 1822 Dresden-Aufenthalt, nahm ab 5. Dezember 1822 einige musikalische Lektionen bei Weber T; seit Anfang Dezember 1822 enger Kontakt zu Washington Irving, dessen Übersetzungen der Libretti zu Abu Hassan und Freischütz er anregte
12./14. September 1823 in Dresden Aufführungen von Livius’ Oper Das ledige Ehepaar (Neubearbeitung sowie deutsche Übersetzung von Maid or Wife)
anschließend Aufenthalte in Weimar (Oktober 1823), Berlin (Dezember 1823), Kassel (Anfang 1824)
ab mindestens März 1824 längerer Paris-Aufenthalt (bis mindestens Februar 1825), dort im August 1824 mit einer Einrichtung des Abu Hassan für die französische Bühne beschäftigt
Arrangeur des Freischütz für das Covent Garden Theatre (Der Freischutz, or, The Black Huntsman of Bohemia, EA 14. Oktober 1824); arrangierte auch Opern von Auber für die englische Bühne (Léocadie für die englische Erstaufführung am Drury Lane Theatre in London am 17. Dezember 1825; La muette de Portici für die englische Erstaufführung am 4. Mai 1829 ebd. als Masaniello or The Dumb Girl of Portici unter Mitarbeit von T. Cooke)
lebte wechselnd in London und Bedford
Winter 1833/34 Leiter einer englischen Theatertruppe, die durch Deutschland reiste
